Payesa return nhi karne ka

I had paid Amresh Kumar for getting some work done. However, the work was not completed, and the amount I paid has not been returned to me either. I have tried to contact him through calls and messages to ask about my work and to request a refund, but he is not responding to my calls or replying to my messages. I request that the concerned authority take action against Amresh Kumar and help me get my money refunded, since the work was never done and he is avoiding all contact with me.
