Fraud owner in no broker who has taken my 1020000 as lease amount and did not give me house nor the amount back

I wanted a house for lease in bangalore rajajinagar area.I checked no broker, paid them for a plan and found a house.i got owner details.spoke to owner and paid 1020000as lease amount.she dint give me house nor return the money.she gave a cheque and i have raised a cheque bounce case.but no broker should be held liable as after the fraud also the owner has put the same house for lease again in no broker.no broker does nothing to verify owner.i raised the complaint with no broker earlier also..but no response at all from no broker.
