Sub: Complaint by lawful Licensee against arbitrary disconnection of electricity supply without prior notice and against excessive electricity bill by Maharashtra State Electricity Distribution Co. Ref: Consumer No. [protected] Respected Sir/Madam, I, Adv. Ubaid A. Ghawte, am the lawful Licensee and occupant of Room/Premises bearing No.003, Modern Towers CHS Ltd., Ground Floor, 2nd Rabodi, Dr. Ansari Road, Thane (West) 400 601, under a valid Leave and Licence Agreement executed with the owner/licensor of the premises. I respectfully submit this complaint as follows: 1. I am in peaceful and lawful occupation of the aforesaid premises and have been residing therein along with my family. Electricity is an indispensable and essential service required for day-to-day living. 2. I state that an exorbitant and wholly excessive electricity bill has been raised in respect of the above premises. The amount demanded is disproportionate to the actual consumption and appears to have been generated without proper verification of the meter reading and consumption pattern. 3. To my utter shock and surprise, the electricity supply to the premises has been disconnected by the officials of MSEDCL in morning hours on 17th July, 2026 without serving any prior notice, demand notice or disconnection notice upon me. No opportunity whatsoever was afforded to me to raise objections regarding the disputed bill or to make any representation before the drastic action of disconnection was taken. 4. Although the electricity connection may stand in the name of the owner/licensor, I am the person actually residing in the premises and directly affected by the arbitrary disconnection. The impugned action has deprived me and my family of an essential civic amenity and has rendered the premises virtually uninhabitable. 5. The arbitrary disconnection has caused immense hardship. My family has been deprived of electricity for lighting, drinking water, refrigeration of food and medicines, charging of communication devices, educational activities of children, and other essential household requirements. The disconnection is causing irreparable inconvenience, financial loss and mental agony. 6. That MSEDCL has restored my electricity at around 15.55 soon after payment of high bill for Rs.11,480/- on same day. 7. The action of disconnecting electricity without following the due process prescribed under the Electricity Act, 2003 and the applicable MERC Supply Code Regulations is illegal, arbitrary and violative of the principles of natural justice. 8. The impugned action is also arbitrary and unreasonable, offending Article 14 of the Constitution of India. Further, deprivation of an essential utility without adherence to the procedure established by law adversely affects the right to live with dignity protected under Article 21 of the Constitution. 9. I submit that this complaint is made without prejudice to the rights and liabilities of the registered consumer or the owner/licensor.
