Excess Charges

i bought a bike 4-5 months ago , at first service agency charged me rs 50 for chain lubricant charges and rs 50 for polish charges , i raised issue about this but no revert from agency or company and at 2nd service they repaired 4-5 wires which were cut by a rat for this they charged me rs 340 , when i complained against this then Regional head told me that these charges are fare and also told me that first of all we didn't recommend agency to repair any fault we just recommend them to replace the part . Now pls suggest me that can i raise a complaint in consumer court
