Fraud on shopping

I puchase dress on Instagram by watching their add. I paid Rs599 before delivery, after they asked me for Rs. 934 shipping process charges which are refundable. I paid. Then they ask me for billing charges Rs 1399. 01 which are refundable. I paid. Then told me wrong charged are paid ahain i paid 1399 which are refundable. Then they asked me for. Account verification charges Rs. 1999. I paid. Then they asked late charges Rs 3200.01. Which are refundable. I paid. They they asked Rs 4469 then I paid. They said it is refundable amount. But still they had not refund me a simple rupee. And now they are asking for 8929 Inbound charges. I paid Total 13400 Rs. Now he is irritating me asking more money.
