Giving wrong parcel and not exchanging

I saw an advertisement on Instagram from theshoes_house09 and contacted them to place an order. They told me to first pay Rs. 199 as delivery charges before the parcel would be sent. I paid the amount, and after a few days I received the parcel. However, the product delivered was completely different from what was advertised and was of very bad quality. I requested them to exchange the product for the correct item, but they refused to accept the exchange request. They have also not provided me any exchange order receipt or confirmation despite my repeated requests. I want the seller to either exchange the product with the correct item as advertised or refund the amount I paid, along with proper proof of exchange or refund confirmation.
