Institute failed to provide proper Mehendi training/faculty for a month and is refusing my ₹12,000 refund.

I paid ₹12,000 to the institute for a Mehendi Artistry course. The institute has failed to provide me with a proper Mehendi Artistry trainer. For almost one month, I have been repeatedly given different faculty arrangements and assurances that a proper trainer would be arranged, but the issue has still not been resolved. I have already given the institute sufficient time and cooperation, but my time has been wasted and I have not received the proper training for which I paid. The institute is now refusing my refund by stating that the fee is non-refundable. However, this condition was not informed to me before taking the payment; the terms mentioning non-refundable were provided to me only after the payment was made. I am therefore requesting a refund of my ₹12,000 because the institute failed to provide the promised/proper Mehendi Artistry training.
