Denied refund & forcibly despatched the material

We have ordered item from namkwali through online on dated 22nd October & after waiting for 1 week they have not informed regarding the delay in despatch, so we have connected through call & Mr. Divyansh from namakwali informed us that the material is out of stock so they're unable to despatch. After the conversation we have sent a mail regarding cancellation of order number 138161 on dated 29th October & also confirmed them with call for cancellation as per thier policy. Mr. Divyansh assured that refund will be processed within 3-4 days but again today on 3rd November they have despatched the material without any intimation and not picking our phone call. This is totally fraud they are doing with their customers, we don't know what else they have done with anyone else or can do with anyone in future.
