Other account account upi transaction mistake

I was trying to send money to my friend through Google Play, but due to a mistake the payment went to another person's account instead of my friend's account. The person who received this money by mistake is refusing to return it to me. I have not received any refund for this wrong transaction so far. I request that the amount be refunded to me at the earliest, since the money was sent due to an error and the wrong recipient is not willing to give it back.
