Bank did not help to solve a dispute with twcnician

I want to file a complaint regarding denial of refund. My complaint is against a bank and a technician. I had approached them for a service/resolution, but the refund that was due to me has not been given back. Despite raising this issue, the concerned bank and technician have not resolved the matter or returned my money. I request that the refund be processed and paid to me at the earliest, and that appropriate action be taken against the bank and the technician for denying my rightful refund.
