Charged ₹199 without informing that it was a bank opining charges

I opened a bank account with Airtel Payments Bank. At the time of opening the account, I was not informed that any account opening charges would be deducted. I was later charged Rs 199 as account opening charges without prior information. I was also asked to load money into the account, meaning add an amount to the account balance. After I added the amount, I was told that this amount is non-refundable. In addition, the amount I added was not even credited to my account balance. I request a refund of the Rs 199 charged without prior information, along with the amount I added to load the account, since it was neither credited to my account nor returned to me.
