For job in ship

I am filing a complaint against a person/agent who cheated me by taking ₹1,44,000 from me, promising to arrange a job. I paid the amount through UPI/bank transfer. After receiving the money, he failed to provide the promised job. I stayed in Mangalore for more than one month and also stayed in Tuticorin for 2–4 days based on his instructions, causing me significant financial loss and hardship. Later, he repeatedly promised that he would refund my money, but he has not returned it. He keeps postponing the refund by saying “today” or “tomorrow.” I request the Cyber Crime Police to investigate and take appropriate legal action.
